Kansai airport sits on an island in Osaka Bay, about 100 km from Kyoto. It’s the main international gateway for Kyoto, Osaka and Nara. This guide compares every way to reach Kyoto, with 2026 prices from Kyoto Station guide (updated June 2026).

Haruka limited express (best for most travellers)
The Haruka leaves from the JR station connected to Terminal 1, stopping at Tennoji, Shin-Osaka and Kyoto. It’s comfortable, with luggage racks, and runs about every 30 minutes. Buy tickets at JR ticket machines or offices in the airport, or reserve a seat online. Foreign visitors can often buy a discounted Haruka ticket bundled with an ICOCA IC card — check at the JR West ticket office. The JR Pass and regional Kansai passes cover the Haruka.
If you land at Terminal 2 (low-cost airlines), take the free shuttle bus to Terminal 1 first.
Limousine bus
Airport limousine buses leave from the bus stops outside the arrivals hall and stop at Kyoto Station’s south (Hachijo) side. They’re slightly cheaper than the Haruka and good if your hotel is south of Kyoto Station. Traffic can add time at rush hour.
Shared shuttle and private transfer
Door-to-door shuttles are ideal with heavy luggage, children or late arrivals, since Kyoto’s buses are crowded. Shared shuttles need booking in advance (Yasaka requires reservations by noon two days before). Private cars cost much more but take you straight to a ryokan’s door. From Itami (Osaka) airport
Domestic flights often use Osaka Itami airport, closer to Kyoto: limousine buses run to Kyoto Station in about 55 minutes.
Getting around Kyoto
- City buses: ¥230 flat fare. They’re very crowded near Kiyomizu-dera and Gion — use them early or late. The city is planning a higher fare for non-residents, not before fiscal 2027.
- Subway: two lines (Karasuma north–south, Tozai east–west); fast and less crowded.
- JR and private railways: JR Nara Line to Fushimi Inari, JR Sagano Line to Arashiyama, Keihan and Hankyu lines across the city.
- IC cards: ICOCA, Suica or PASMO work on trains, subways and buses.
- Walking and cycling: the centre is flat and bike-friendly; Higashiyama is best on foot.
Tips
- Choose a hotel near Kyoto Station if you arrive late or plan many day trips.
